Where a bundle's excluded-studies list is empty here, it hasn't yet been adjudicated by a reviewer — that's the honest current state, not a promise the list will be zero. Reviewer backfill is a paid, credentialed pass (REVIEWER-NETWORK §4); we do not fabricate reasons to make the list look complete.
